A MAC parser for a mobile Wi-Max terminal development and a MAC message viewer software for implementing the function of a measuring device for 802.16E service access terminal module development of the hardware is provided to offer various measuring information necessary for 802.16e service access terminal module development on the software. A MAC message classifier classifies a management message arriving from the development terminal according to a management type. The classified Management message is delivered to a MAC Codec module(212). A MAC Message Codecs refers to the MAC Message Dictionaries. The MAC Message Codecs is TLV data the Decode Han by using the TLV Codec. A MAC Message Viewer SW supports the various digest access authentication. A MAC Message Viewer SW integrates the DM function of the Mobile WiMAX and 802.16e. 802.16e DM Tool(210) operates with a WCM(WiBro Connection Manager) SW which is 802.16e service Client access program.
