PROBLEM TO BE SOLVED: To stably maintain the impurity concentration of cooling water in a cooling tower at a permittable value or less, while reducing maintenance and operation costs. SOLUTION: In the water quality management method for the cooling tower 1 for spraying high-temperature cooling water returned from a cold heat load 12 into air (6), cooling the cooling water with vaporization latent heat and circulating and supplying it again to the cold heat load, a radiation quantity is determined (22) based on a difference between return temperature 21 of cooling water and supply temperature 20 of cooling water and a cooling water quantity distributed to the cooling tower, a vaporization quantity of cooling water is determined (22) on the assumption that the radiation quantity is covered with the vaporization latent heat of water, an impurity concentration of cooling water is determined (22) based on the determined vaporization quantity, and a supply water quantity 18 to the cooling tower and a blow-down quantity 19 of cooling water are controlled so as to maintain the impurity concentration at the permittable value or less, whereby the impurity concentration of cooling water in the cooling tower is stably maintained at the permittable value or less.
