PROBLEM TO BE SOLVED: To provide a flow control valve which can perform constant flow control stably over low differential pressure through high differential pressure. SOLUTION: Holes 15, 16 formed on the outer circumference face of a spool 3 each are communicated with a hollow chamber 19 through a communication hole not shown in the figure. A first opening 25 is formed between a first port 9 and the hole 15 which communicate with a meter-in oil path 21 and a second opening 26 is formed between a second port 10 and the hole 15 which communicate with a meter-out oil path 22. Also, a third opening 27 is formed between the second port 10 and the hole 16. The meter-in oil path 21 and the meter-out oil path 22 communicate furthermore through a throttle 28. Although the flow force in the first opening 25 and the third opening 27 acts in the direction to narrow the opening area of the first opening 25 and the third opening 27, the action can be reduced by flow force in the second opening 26.
