PROBLEM TO BE SOLVED: To provide a soundproof tube and a method for manufacturing the same capable of suitably improving adhering efficiency with cements. SOLUTION: A short fiber layer 17 comprising a plurality of short fibers 17a is joined to a surface of a soundproof functional material 13 provided on an outer peripheral surface of a tube 12, that is, a surface of a coating film 16. The short fiber layer 17 is provided on the tube 12 along the peripheral direction. The short fiber layer 17 in this preferred embodiment is joined so as to cover the whole of an outer peripheral surface of the soundproof functional material 13 (the coating film 16). Thus, the short fiber layer 17 is arranged over the whole of an outer peripheral surface of the sound absorptive tubular body 11, and an outermost layer of the sound absorptive tubular body 11 is constituted by the short fiber layer 17.
