PROBLEM TO BE SOLVED: To precisely determine occurrence of incorrect detection resulting from voltage variation of a high voltage system in detecting earth leakage. SOLUTION: A high voltage system comprising a fuel cell 1, a driving motor 2 and a secondary cell 3 is insulated from the ground 5 via an insulating resistor 4. A rectangular wave output section 20 outputs a rectangular wave signal to the high voltage system via a detection resistor 30 and a coupling capacitor 40. An earth leakage detection section 60 detects earth leakages of the high voltage systems 1, 2 and 3 based on variation of voltage Vp at a node P between the detection resistor 30 and coupling capacitor 40, An incorrect detection determining section 50 determines occurrence of the incorrect detection by the earth leakage detection section 60 based on variation of the voltage Vp at the node P.
