PROBLEM TO BE SOLVED: To provide a road surface condition presuming device and method, and a program for presuming the road surface condition capable of presuming accurately the road surface condition during the vehicle running at the time of driving or braking. SOLUTION: The road surface condition presuming device includes a means to work at certain intervals to sense the vehicle speed information on the basis of the information of satellite electric waves used in GPS, a means to compute the vehicle acceleration from the vehicle speed information, a means to sense at regular intervals the tire rotating speed information of the vehicle, a means to compute the slip ratio of the tire from the vehicle speed information and the tire rotating speed information, and a means to presume the road surface condition by calculating the relation between the vehicle acceleration and the slip ratio from the vehicle acceleration and the slip ratio when the vehicle is running on a road surface having a high friction coefficient and subjecting the obtained result to a comparison with the reference value stored, wherein the means to presume the road surface condition makes comparison at the time of braking with the braking reference value stored upon calculating from the vehicle acceleration and slip ratio at the time of braking, and when out of braking, makes comparison with the non-braking reference value stored upon calculating from the vehicle acceleration and slip ratio when out of braking.
