PROBLEM TO BE SOLVED: To provide a composite plate which is excellent in antifouling properties, durability, and surface design properties and has a photocatalytic function and an efficient method for producing the composite plate. SOLUTION: In the composite plate (C) having the photocatalytic function, an organic paint film (4) is formed on the surface of the metal layer (5) of a metal-resin composite plate (B), and a photocatalyst layer (2) is formed on the surface of the organic paint film through a protective adhesion layer (3). The protective adhesion layer (3) contains zirconium oxide (zirconia), zirconium hydroxide, and zirconium alkoxide. The composite plate (C) is produced by using a transfer film (A) in which the photocatalyst layer (2) and the protective adhesion layer (3) are formed on the surface of a peelable film (1) and peeling the peelable film (1) after the transfer film (A) is arranged on the surface of the organic paint film (4) of the metal-resin composite plate (B) and heated/pressurized in the conditions of 50-150°C and 10-100 kg/cm.
