<P>PROBLEM TO BE SOLVED: To provide a system for ensuring safety in services of bill collection and collection of charges in a simple process. <P>SOLUTION: The system allows users to perform payment in a taxi, payment to a delivery service, payment to home-visit bill collection of newspaper/milk stores or the like with equipment and cards having built-in non-contact IC chips such as wallet cell phones. At present, the payment with the equipment and cards having built-in non-contact IC chips such as the wallet cell phones is performed in stores. However, settlement with the equipment and cards having built-in non-contact IC chips such as the wallet cell phones is not executed during home-visit and in offices.
