PROBLEM TO BE SOLVED: To attain long life of an image carrier/a cleaning blade. SOLUTION: A fluorinated carbon resin cross-linked by radiation is abutted on the image carrier on the upstream side in a cleaning process. At the same time, the cleaning blade is moved forward or backward (reciprocally moved) in order that a substance transferred by the contact of the fluorinated carbon resin is uniformly applied to the image carrier.
