PROBLEM TO BE SOLVED: To return a rotor 35c to a normal region and easily confirm Hall elements in an abnormal state in the case that abnormality occurs for respective Hall elements specifying the normal region and the rotor 35c moves from the normal region to an abnormal region, in a flow control device for appropriately adjusting flow rate by controlling a valve body 32 of a flow regulating valve 30 for advance/retreat while the rotor 35c for integrally rotating with a motor 34 is in the normal region. SOLUTION: The flow control device is provided with a flow regulating valve 30, a controller 20a for controlling advance/retreat of the valve body 32 of the flow regulating valve 30 and a rotation position display device 20b of the rotor 35c. The controller 20a is provided with a manual driving means 22, 23 for returning the rotor 35c from the abnormal region to the normal region and the rotation position display device 20b displays current positional relation of the rotor 35c and the respective Hall elements 36b, 36c.
