The present invention relates to a base station apparatus and an operating method thereof, capable of preventing abuse of a carrier aggregation (CA) function in a CA terminal using a communication service which does not require the CA function and capable of efficiently managing wireless resources, by determining whether the CA function is to be activated or not depending on the type of the communication service used in the CA terminal.
