The present invention provides a polymer electrolyte membrane having a hierarchical structure of two or more layers, and a method for producing the polymer electrolyte membrane using a hierarchical structure having a pattern corresponding to the hierarchical structure of the polymer electrolyte membrane. The polymer electrolyte membrane has improved ion conductivity by reducing ion movement resistance through increasing an effective surface area and decreasing the average membrane thickness and can be used in an energy battery device by means of solving a problem of lowering mechanical properties because of reducing the membrane thickness caused by the hierarchical structure.
