The present invention provides a program compiling apparatus and a program compiling method to compile an open computing language (OpenCL) program for a field programmable gate array (FPGA). According to a first embodiment of the present invention, a program compiling apparatus to compile an OpenCL program comprises: a syntax dividing unit divining an OpenCL kernel into a pre-loop syntax, an in-loop syntax and a post-loop syntax; a circuit generating unit generating a circuit corresponding to each syntax; and a language generating unit representing the generated circuit in a hardware description language.
