<P>PROBLEM TO BE SOLVED: To improve convenience and durability during use, to improve mass- productivity in manufacture, and to lower costs as to an RF-ID tag for baggage which is fitted to the baggage to be transported in trust to specify the baggage owner, etc., without contacting and a manufacturing method therefor. <P>SOLUTION: A transfer RF-ID module 13 having an antenna part 31 and an IC module 32 is interposed between a heat-sensitive sheet 12 and a protection sheet 14 and peeling parts 14A and 14B coated with peeling agents 16A and 16B are freely peeled at both the lengthwise ends of the protection sheet 14 along cutting lines 15A and 15B; and an adhesive 22 for looping is exposed by peeling the peeling parts 14A and 14B.
