PROBLEM TO BE SOLVED: To conduct a load control suitable for the load operation over a wide range from the light load condition to the heavy load condition. SOLUTION: A controlling means 31 is to control the operation of a pump operating means 26 so as to decelerate the swash plate 16A of a variable displacement pump 16 more with a greater engine load on the basis of the detection result of a load detection means 47 and the detection result of a swash plate position detection means 30 and also control the operation of a motor operating means 55 so as to change over the swash plate 17A of a variable capacity motor 17 from the high speed position into the low speed position in association with a rise of the engine load to the preset, first set value on the basis of the detection result of the load detection means 47 and to change over the swash plate 17A of the motor 17 from the low speed position into the high speed position in case the engine load has sunk to the preset, second set value or below.
