PROBLEM TO BE SOLVED: To provide a flame-retardant processing agent capable of giving excellent flame retardancy to a polyester-based fiber, scarcely having an effect on dyeability of a disperse dye, and excellent in bleed and hydrolysis resistance, and to provide a flame-retardant processing method. SOLUTION: This flame-retardant processing agent contains triphenyphosphine oxide (TPPO) and at least one anionic surfactant having a specific chemical structure, wherein a content of the anionic surfactant is 5-40 wt.% based on the TTPO, or the content of the anionic surfactant is 5-30 wt.% based on the TTPO when at least one nonionic surfactant having a specific chemical structure is together contained in an amount of 5-20 wt.% based on the TTPO. The flame-retardant processing method comprises using a treatment liquid to which the flame-retardant processing agent is added together with the disperse dye and/or a cationic dye, heating the treatment liquid in which the polyester-based fiber is soaked at 100°C to 150°C, and making the fiber adsorb the TPPO together with the dyes, so as to obtain the flame-retardant processed polyester-based fiber.
