PROBLEM TO BE SOLVED: To provide a highly efficient foam stabilizing composition comprising silanol-containing organosiloxane, having little emission, and usable singly or with another polymer siloxane fluid to produce polyurethane foam decreased in VOC emission and of open cells. SOLUTION: The method for producing polyurethane foam comprises contacting at least one polyisocyanate with an active hydrogen-containing compound in the presence of an effective amount of siloxane-based surfactant composition comprising a urethane catalyst, a foaming agent and a silanol-functionalized organosiloxane having 1-200 siloxane recurring units.
