PROBLEM TO BE SOLVED: To provide a technique for reducing an increase in network load when topology is changed, or shortening the time up to topology convergence. SOLUTION: When communication between regions is performed, the communication is carried out through route bridges of the respective regions, so only the route bridges need to grasp topology of other regions. When the topology of the network is changed, the change is reported to necessary irreducible switches. A switch is provided that, for example, if receiving notice of topology change accompanying device trouble, new device addition, line trouble, or constitution definition change of the other region from a boundary port, judges whether there is influence on the topology in the local region and transmits the notice of topology change to only a boundary port when judging that there is no influence.
