PROBLEM TO BE SOLVED: To provide porous elastic pavement superior in road durability while holding sliding resistance and a noise reducing effect in wetting. SOLUTION: This porous elastic paving material 1 is composed of a laminated body 5 of a plurality of elastic pavement layers of consolidating an elastic aggregate 2 and a hard aggregate 3 by a resin binder 4, and the laminated body 5 is arranged on a roadbed G. The laminated body 5 in this embodiment is composed of two layers of the uppermost layer 5a having a thickness of 3 mm or larger and a lower layer 5b, and the uppermost layer 5a is set to 3 mm or larger in thickness, and a physical index value expressed by an expression (tensile strength (MPa)×an elongation percentage (%)×the thickness (cm)) of the uppermost layer 5a is set to 50 or larger. Actually, as a tensile characteristic of "the uppermost layer 5a", a tensile product is determined by an expression (the tensile product (MPa/%)=A×B) by measuring tensile strength : A (MPa) and an elongation percentage : B(%) in conformity with JIS K6251 : 2004.
