PROBLEM TO BE SOLVED: To provide a crystal oscillating device which improves an electrical characteristic and which has a high operational reliability. SOLUTION: Electrode pads 12 and 13 are formed in the bottom of a ceramic package 1, and a crystal oscillating board 2 of a plane rectangular shape of a crystal oscillating element is mounted between the electrode pads 12 and 13. Conductive solids S1 and S1 which are silicon system resin conductive cement hardened over a surface, a rear surface, and a lateral side are formed on pullout electrodes 211 and 221 of the crystal oscillating board. The crystal oscillating board where such conductive solids S1 and S1 are formed in an integrated fashion is conductively connected to the electrode pads 12 and 13 of the ceramic package 1 by the silicon system resin conductive cement.
