PROBLEM TO BE SOLVED: To efficiently generate a moving picture for expressing transitions of still pictures.

SOLUTION: The moving picture generating apparatus for generating a moving picture for expressing transitions of the still pictures includes: an acquisition section for acquiring transition data representing the transitions of the still pictures; a motion vector calculation section that specifies whether or not a partial region of the same image contents as those of each of partial regions in the transition image on the basis of the transition data exists in the still pictures or the other transition images, and calculates a motion vector denoting a difference between a position of the partial region wherein the partial region of the same image contents exists and a position of the partial region of the same image contents as those of the judged partial region; a partial region image generating section that generates the image contents of the partial region wherein the partial image of the same image contents does not exist by combining parts of the partial regions included in the still pictures or the other transition images on the basis of the transition data; and a transition image generating section that generates the partial region expressed in the calculated motion vector and the generated partial region.
