PROBLEM TO BE SOLVED: To perform precise extraction and color conditioning of the skin color region in an object picture, and to miniaturize an apparatus while reducing the weight and cost by eliminating dedicated skin color extracting section or color space converting section. SOLUTION: The skin color extracting section 532b comprises sections 100-102 for shifting an input signal by a predetermined bits to the left (2 times) or right (1/2 time), sections 104, 106, 128, 200, 201 and 202 for adding two input signals, sections 113 and 203-205 for selecting any one of input signals based on a selection control signal from a system controller 6, comparing sections 207-210 for outputting 1 or 0 depending on the magnitude of the input signal, and AND sections 211-213 for taking logical product (AND) of the input signals.
