PROBLEM TO BE SOLVED: To provide a transparent flame-retardant silicone composition curable with light, especially with ultraviolet rays. SOLUTION: The flame-retardant silicone composition contains (A) an organopolysiloxane expressed by an average composition formula (1): R<SB>a</SB>R<SP>1</SP><SB>b</SB>SiO<SB>(4-a-b)/2</SB>(R is a hydroxy group, a silalkylenesilanol group or a hydrolyzable group; R<SP>1</SP>is a methyl group or phenyl group; a and b are each a positive number; and a+b is 1.9-2.4), (B) an organic silicon compound having acryloyloxy group and/or methacryloyloxy group and a hydrolyzable group, (C) a condensation catalyst, (D) a photopolymerization initiator and (E) a phosphoric acid ester compound expressed by general formula (3): O=P(OR<SP>6</SP>)<SB>3</SB>(R<SP>6</SP>is a univalent hydrocarbon group) or general formula (4) (R<SP>6</SP>is a univalent hydrocarbon group; and Q is a bivalent hydrocarbon group).
