<p><P>PROBLEM TO BE SOLVED: To recompress and encode a motion picture data so as to approach a target bit rate controlling a gain of a processing time and a rise of a processing cost to the utmost by selecting the optimum trans-code system among a plurality of trans-code systems. <P>SOLUTION: An apparatus has: a first trans-coder 106 to generate an output motion picture data by recompressing and encoding an input motion picture data encoded by a first encoding system by the same encoding system; a second trans-coder 107 having a smaller compression ratio than the first trans-coder 106 to generate the output motion picture data, by recompressing and encoding the input motion picture data by a second encoding system; and a controller 108 to receive a recompression parameter 102 including a reduction rate of the aimed bit rate of the output motion picture data to the bit rate of the input motion picture data, to make the trans-coder 106 compress and encode if the reduction rate is smaller than a threshold value, and to control so as to make the trans-coder 107 recompress and encode if the reduction rate is larger than the threshold value. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
