PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus capable of recording information by a different bit rate depending on features and contents of the information to be recorded in a program or emphasizing the quality of particular data even in the case of one recording object information item. SOLUTION: The recording and reproducing apparatus 1 is characterized in to include: a recording reproducing section 10 for recording one data of a recording object in the unit of the data; a chapter setting processing section 80 for dividing the data stored in the recording reproducing section into an optional number of chapters according to a designated condition; a data processing section 20 that optionally sets image quality and sound quality of the data stored in the recording reproducing section by each chapter and stores the resulting data again; and a control section 50 that controls the transfer of data between the data processing section and the recording reproducing section.
