PROBLEM TO BE SOLVED: To provide an electrophotographic toner which is excellent in uniformity of image density, causes no fog and has excellent charging performance, and a developing device. SOLUTION: The electrophotographic toner is used in a developing device equipped with: a developing roller which is disposed opposing to an electrostatic image carrier having an electrostatic image and which conveys the toner to the electrostatic image carrier for development; and a doctor blade to regulate the toner to form a thin layer on the developing roller, wherein a bias voltage A applied to the doctor blade and a bias voltage B applied to the developing roller are in the same polarity and their absolute values are in a relation of A>B. The toner comprises colored fine particles produced by mixing/kneading a resin, a colorant and a charge control agent, pulverizing and classifying the mixture, to which a ferroelectric substance having a particle size of 15 to 300 nm is added as an external additive by 0.1 to 5 mass%.
