PROBLEM TO BE SOLVED: To provide a new antifouling member which stably functions even against alkaline chemicals. SOLUTION: This antifouling member comprising a surface layer in which titanium dioxide exists in a cured alkyltitanate is formed. The cured alkyltitanate has high binding energy, and forms a titanate bond incapable of being easily hydrolyzed. Thus, when the surface layer is formed from a combination of titanium dioxide and the alkyltitanate, a more stable function against the alkaline chemicals and a more excellent photocatalytic function can be realized than, for example, in the case of a combination of titanium oxide and silica.
