PROBLEM TO BE SOLVED: To provide an information communication device which surely transmits information to a target site on a network, and also provide a program thereof. SOLUTION: Before information inputted from a key-inputting part 102 is transmitted from a communication part 101, it is determined on the basis of the registered contents of an access list 107 whether the transmission of the inputted information is to be permitted. When the inputted information accords with information included in the access list 107 and a URL address correlated with the information, which accords with the inputted information in the access list 107, is different from a URL address of a transmission destination of the inputted information, an alarm screen is displayed on a display part 105.
