PROBLEM TO BE SOLVED: To provide a conductive porous body which has excellent flexibility and in which stress cracking is prevented and its manufacturing method, and to provide an electrochemical device which does not reduce the performance even if stress occurs and is at low cost. SOLUTION: In this conductive porous body 30, comprising a porous substrate and a conductor formed inside holes of the porous substrate, the conductor includesπconjugate system conductive polymer, polyanion, and a conductivity enhancer; and the conductivity enhancer comprises at least one kind selected from a nitrogen-containing aromatic cyclic compound, a hydroxyl group-containing aromatic cyclic compound having two or more hydroxy groups, a sulfo group and carboxy group-containing aromatic cyclic compound, an amide group-containing compound, and a vinyl group and glycidyl group and/or hydroxyl group-containing compound.
