PROBLEM TO BE SOLVED: To provide a power-receiving patch panel (PPP) which inserts electric power in the network intermediate distance region, having fault tolerance in power source level and power plane level. SOLUTION: The PPP stores the information, such as physical position, port status, and policy enforcement information inside. The processor executes network control and monitor by using the information. The patch panel comprises a network management system and/or an element management system which interface with the processor of PPP and attain network monitor, control and target of policy enforcement.
