PROBLEM TO BE SOLVED: To prevent deterioration of wavelength dependency characteristic in the loss of guided light. SOLUTION: An optical waveguide device is equipped with: a substrate 11; a lower clad layer 12 formed on the substrate 11; a core layer 13 as an optical waveguide formed on the lower clad layer 12; an upper clad layer 14 covering the core layer 13; and a rugged part 15 which is formed in the second boundary on the opposite side to the first boundary of the substrate 11 and the lower clad layer 12 and which scatters leaked light from the core layer 13 to suppress return light to the core layer 13.
