PROBLEM TO BE SOLVED: To provide an integrated circuit device and electronic apparatus capable of reducing the bad effect of noise and the like. SOLUTION: This integrated circuit device comprises a high-speed I/F circuit block HB that performs data transfer through a serial bus, and logic circuit block for drivers LB that generates display control signals. A transistor NTR1 included in the high-speed I/F circuit block HB is formed in a secondary conductive well PWLH, while a transistor PTR1 is formed in a primary conductive well NWLH formed on a secondary conductive substrate PSUB so that PWLH may be surrounded. Transistors NTR2 and PTR2 included in the logic circuit block for drivers LB is formed in a region outside of the region of the primary conductive well NWLH for the high-speed I/F circuit block HB.
