PROBLEM TO BE SOLVED: To provide a image processing technology for improving image quality with higher image effect by utilizing image signals in the same frame and changes in the time axis. SOLUTION: The method changes a coefficient belonging to a desired frequency band among the frequency bands obtained by implementing frequency decomposition for a t-th frame image through usage of a coefficient belonging to the desired frequency band among the frequency bands obtained by implementing frequency decomposition for a (t-1)-th frame (S804). Then, the image is re-composed based on the coefficients of all the frequency bands including the changed frequency band (S807). The re-composed image is output as the t-th frame image (S08).
