PROBLEM TO BE SOLVED: To provide a transmission device and a transmission method that can prevent wrong setting and is improved in operability and in convenience to the operator. SOLUTION: A transmission control device 57 controls transmission of signals among a temperature regulator 5, a remote management device 2 for managing the temperature regulator 5, and a site management device 3. When no setting request signal is transmitted to the temperature regulator 5 from either the remote management device 2 or the site management device 3, transmission between each management device and the temperature regulator 5 is connected to allow each management device to acquire signals exchanged between each management device and the temperature regulator 5, and transmission between the temperature regulator 5 and the other management device excluding the one management device which transmitted the setting request signal to the temperature regulator is cut off.
