PROBLEM TO BE SOLVED: To effectively absorb the fluctuation amount of a bit rate when asynchronously multiplexing local protocol signals like 10GE signals in an optical transport network. SOLUTION: The signal multiplexer comprises: an OPU/ODU processing part 4 for housing the local protocol signals in OPU/ODU signals; an ODTU processing part 5 for generating ODTU signals from the OPU/ODU signals; a read position detection part 3 for detecting a read position when reading the local protocol signals in the OPU/ODU processing part 4; and a stuff allocation control part 6 for allocating a stuff control amount when housing the local protocol signals in the OPU/ODU signals in the OPU/ODU processing part 4 and a stuff control amount when generating the ODTU signals in the ODTU processing part 5 on the basis of the read position detected in the read position detection part 3.
