PROBLEM TO BE SOLVED: To provide services desirable for a user based on various use information in the same individual terminal while protecting the user's privacy even in circumstances where a plurality of service providers exist.

SOLUTION: A cellphone 40 accumulates use information 32 corresponding to each scene and each function when the cellphone 40 is used or a state changes. A service providing server 10 transmits to the cellphone 40 a service candidate 30 including information which characterizes service, as alternatives on providable service. Upon receiving the service candidate 30, the cellphone 40 leads out service evaluation 31 based on the degree of adaptability between the use information 32 and the information which characterizes service on each alternative. The cellphone 40 provides service more desirable for the user by making a selection from the service candidate 30 to carry out service, making easily selectable rearrangement for presentation, or the like based on the service evaluation 31.
