<P>PROBLEM TO BE SOLVED: To rationally control a plurality of power apparatuses that systematically control electric power state amounts of an electric power system. <P>SOLUTION: When controlling a plurality of the power apparatus systematically connected to the electric power system to control the electric power state amount of the electric power system 1, inconvenience that an output command value that exceeds the allowable output range of each electric power apparatus can be prevented by obtaining a remaining capacity 'w' that can be outputted at the present time of each electric power apparatus and by controlling the output of each electric power apparatus distributing the increase and decrease of control command values of the electric power state amount according to the remaining capacity.
