PROBLEM TO BE SOLVED: To raise an alarm and to record speech contents by determining a telephone call from a swindler. SOLUTION: A plurality of keywords in a text form are stored in a keyword memory 4 beforehand. When a call, in response to a speech start, speech recording into a voice buffer memory 2 is started. Voices of a speaking party are converted into character strings by a voice recognizing means 3. When a recognition result is compared with a keyword by a comparison means and a plurality of keywords are matched, a determination means 7 determines that the telephone call is from a swindler, and a lamp is flickered by a warning means 8 for notification to a speaking person, surrounding people and the like. In response to reproduction instructing operation, recorded contents during a speech are reproduced from the beginning by a speech record reproducing means 11 and outputted to an earphone. In response to a speech end, the record of the speech with the swindler is stored in a voice storage means 9. A speech history of a swindle call is recorded in a speech history memory 10.
