PROBLEM TO BE SOLVED: To provide a group voice communication controller capable of performing smooth group voice communication, a voice communication apparatus, and a group voice communication system. SOLUTION: The group voice communication controller is connected with the plurality of voice communication apparatuses through a network, controls the group voice communication, and is provided with a small group setting and controlling part for setting a plurality of small groups to which the plurality of voice communication apparatuses participating in the group voice communication belong and controlling the voice communication apparatuses respectively belonging to the plurality of set small groups, and a voice communication control part for controlling the group voice communication so as not to transmit voice signals to the other voice communication apparatuses belonging to the same small group as the voice communication apparatus which has originated the voice signals.
