PROBLEM TO BE SOLVED: To solve the problem that it takes a long time to resume access in a conventional method for suppressing shared memory access simply by a busy signal, and that an I/F is increased in a method for monitoring a load status at the shared memory side, and for controlling access in response to this status by a processor. SOLUTION: This memory access control system is provided with a number-of-issue control part for storing the allowable number of issuing access request to a shared memory 2; a memory access request issue control part for suppressing new request issue when the sum of the number of new request issue and the number of response standby request exceeds the allowable number of issue; a memory access request monitoring part 3 for monitoring a requested access time; a memory load predicting part 4 having a prediction table in which the load prediction value of the shared memory of each status value of the monitor result is stored for acquiring the load prediction value by referring to the prediction table by using the status value of the monitor result as a key, and for instructing the increase/decrease of the allowable number of issue based on the load prediction value; and a prediction result monitoring part 6 for deciding the validity of the prediction value from the monitor result of the access time after the instruction of increase/decrease, and for updating the prediction value of the prediction table in response to the decision result.
