PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based film capable of preventing the film itself from shrinking, even when the polyvinyl alcohol-based film is moistened, wetted, etc., and excellent in mechanical strength. SOLUTION: This polyvinyl alcohol-based film is formed by being stretched, wherein a shrinkage factor of the film is not more than 3% in a longitudinal direction and not more than 3% in a transverse direction, when the film is treated by being immersed in water at 20°C for 10 hr and dried at 30°C for 30 min and the shrinkage factor is measured before and after the film is treated.
