PROBLEM TO BE SOLVED: To provide an optical recording medium which is uniform in the thickness of a second gap layer, and with which the excessive consumption of a monomer due to the excessive irradiation of information light irradiated to the interior of a recording layer and reference light can be suppressed and the degradation in multiple recordability can be effectively suppressed, and to provide a manufacturing method of the optical recording medium capable of efficiently manufacturing the optical recording medium. SOLUTION: The optical recording medium has a recording layer for recording information by utilizing holography, a first substrate, a second substrate, a first gap layer, a second gap layer, and a filter layer, and is characterized in that the standard deviation of the second gap layer is 0.1 to 10μm.
