PROBLEM TO BE SOLVED: To provide a developing device that effectively removes liquid developer stuck to a cleaning member used for cleaning a developer supply means, such as a developing roller, and is free from limits on design, and to provide an image forming apparatus having the developing device. SOLUTION: The developing device Y includes an endless belt 113 that runs through the area of contact between the belt and the developing roller 108, which area is downstream of the area of contact between a photoreceptor drum 61 and the developing roller 108 in the rotating direction of the developing roller 108, and through the area of contact between the belt and liquid developer stored in a developer storage part 101b; and a cleaning blade 115 that removes the liquid developer on the cleaning belt 113 by coming in contact with the cleaning belt 113 before the cleaning belt 113 comes in contact with the developing roller 108 after its contact with the liquid developer.
