<P>PROBLEM TO BE SOLVED: To construct a communication system using a communication device that is hard to fake. <P>SOLUTION: In a reader terminal device 11, on the basis of a service individual ID returned in response to a sent service ID, a plurality of random numbers is fetched from a database 28, and sent to an RFID tag 12. The reader terminal device 11 receives a plurality of return random numbers returned in response to the plurality of random numbers, and confirms that the received plurality of return random numbers matches with a plurality of return random numbers, received from the RFID tag 12 during a member registration process and stored in the database 28.
