PROBLEM TO BE SOLVED: To provide a speech information processing apparatus etc, which changes processing according to a frequency characteristic of input speech information.

SOLUTION: A Fourier transform section 204 performs Fourier transform of voice information received by an input receiving section 203 of the voice information processing apparatus 201. An element of arrangement provided in a parameter memory section 702 is related to a frequency band as a parameter. A change amount calculating section 703 calculates a change amount of a value of the parameter by summing up intensity of components included in the frequency band. An updating section 704 changes the value of the parameter by the calculated change amount. A select and output section 705 selects and outputs any from a plurality of processing items, based on the value of the parameter.
