PROBLEM TO BE SOLVED: To perform train service with a small battery capacity even for a train which passes stations without stopping such as a limited express train or an express train that travels a long distance. SOLUTION: During operation except braking, the maximum output operation of a generator is set as a basic operation, during operation such as coasting operation and constant-speed operation, generator operation is performed according to the charging amount and maximum charging electrical energy of a stationary energy storage apparatus, and during braking operation, by collecting regenerative energy, the charging amount is maintained in the upper part of the operating range of the battery, and the discharge time of the battery is made to continue during power traveling.
