PROBLEM TO BE SOLVED: To attain a video conference by a simple operation by using the vacant state of a telephone set. SOLUTION: A specific telephone set is set as a conference member. When it is detected that the telephone set is not communicated, a hands-free call state is set between the telephone set and the specific telephone set. In the case of off-hook in an incoming call, the hands-free call state is interrupted, and a normal incoming-call response is made. When off-hook is detected, the hands-free call state is interrupted, and the stand-by state of normal off-hook is set. When incoming or outgoing conversation ends, and the telephone set is not communicated, the hands-free state with the opposite side is restored.
