PROBLEM TO BE SOLVED: To obtain a lusterless mat image without causing offsetting even when image formation using toner having low melt viscosity is carried out through low-temperature fixation. SOLUTION: A body 5 to be fixed is clamped with a fixing roller 1 which is heated by a heating element 2 and a pressure roller 3 to heat and fuse toner 5a on the body 5 to be fixed. Further, the fixed body 5 is peeled off the fixing roller 1 after a cooling part 4 cools the fixing roller 1 until the toner 5a on the fixed body 5 is cooled down below a softening point or fusion point. At this point, the surface of the fixing roller 1 which comes into contact with the toner 5a has surface roughness Rz of 0.01 to 500μm, so the toner 5a has unevenness on its surface and the surface of the toner 5a on the fixing roller 1 forms a lusterless mat image.
