PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which generates less fog in a high temperature and high humidity environment and is easily manufactured, and a method for manufacturing such an electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor includes a supporting substrate, an intermediate layer and a photosensitive layer, wherein the intermediate layer comprises titanium oxide and a binder resin and the reflection absorbance of the intermediate layer is set to≤0.05. When a coating liquid for the intermediate layer is prepared, the following steps (A) and (B) are included; (A) a step of preparing a primary dispersion liquid by adding titanium oxide to a binder resin solution prepared by dissolving binder resin corresponding to 31-65 wt.% of the total amount of the binder resin constituting the intermediate layer, and (B) a step of preparing the coating liquid for the intermediate layer by dissolving binder resin corresponding to 35-69 wt.% of the total amount of the binder resin in the primary dispersion liquid.
