PROBLEM TO BE SOLVED: To provide a polyurethane synchronous belt and its manufacturing method capable of performing high-load transmission by reinforcing a belt dedendum portion receiving compression stress most in a belt tooth portion and an area including the same, and easily manufacturing the polyurethane synchronous belt. SOLUTION: In this polyurethane synchronous belt and its manufacturing method wherein tooth portions 2 and groove portions 3 are alternately formed along the longitudinal direction, a core wire 5 is buried in a back portion 4, and non-woven fabric 11 is buried in the tooth portions 2, the non-woven fabric 11 is composed of a core portion 25 and a surface portion 26, short fiber 14 of at least the surface portion 26 is formed without binder processing, and has a specific thickness by application of a pressure in advance, the short fiber of the surface portion 26 is separated from the core portion 25 and diffused to a power transmission area 7, and the core portion 25 remains in the power transmission area 7.
